Patrol Operations

Patrol Operations is the foundation of the Houston Police Department’s service to the community. Multiple patrol divisions provide police services across the City of Houston, including at the city’s airports. Patrol officers respond to calls for service, conduct traffic enforcement, investigate crashes and incidents, and maintain a visible presence to help prevent crime and enhance public safety.

Patrol divisions also support targeted enforcement initiatives, crime‑suppression efforts, and community‑engagement activities, often working closely with specialized teams to address emerging trends or neighborhood‑specific concerns.

Many officers choose to spend their entire career within Patrol Operations because it offers consistent opportunities to interact with the community, develop strong problem‑solving skills, and make a direct impact on public safety without the extended caseloads or administrative requirements associated with investigative or highly specialized assignments.


Investigative Operations

The Houston Police Department’s Investigative Operations Division encompasses a wide network of specialized units dedicated to identifying offenders, supporting victims, and bringing complex criminal cases to resolution. Each investigative division is structured around a distinct category of criminal activity, ensuring that cases are handled by officers and detectives with focused expertise.

These “concern divisions,” as they are commonly referred to within the department, concentrate on a specific criminal act or pattern. For example, the Homicide Division investigates deaths resulting from criminal activity, while the Robbery Division focuses exclusively on crimes involving force or threats against a person. Other divisions are similarly aligned to their area of responsibility—such as Major Assaults & Family Violence, Special Victims, Auto Theft, Narcotics, Financial Crimes, and more—allowing detectives to develop deep knowledge, advanced skill sets, and strong partnerships within their specialty.

Officers assigned to these units may work in areas such as Vice, Human Trafficking, Air Support, Criminal Intelligence, Special Operations, Tactical Operations, Joint Task Force collaborations, Violent Crimes, Traffic Enforcement, DWI Investigations, Canine, Motorcycle Operations, Mental Health, the Homeless Outreach Team, or as Polygraph Examiners. These roles allow officers to apply their training and experience to focused areas of policing that directly support HPD’s broader public‑safety mission.

Support Assignments

Support opportunities include assignments in training, recruiting, crime analysis, command-center operations, emergency management, and program coordination. Officers may also serve in roles such as firearms or defensive-tactics instructors, division coordinators for budget, technology, or administrative functions, or in specialized areas such as human resources, planning, victim services, and risk management.

These assignments allow officers to contribute to the department’s mission in high-impact, behind-the-scenes capacities—ensuring that personnel are trained, informed, supported, and equipped to meet the needs of the community. Specialized assignments are filled through a competitive selection process that evaluates an officer’s experience, training, and demonstrated performance. HPD provides a clear and structured pathway for officers who wish to advance their careers through promotion. After completing a minimum of five years of service, officers become eligible to participate in the promotional process, which is governed by the department’s Meet and Confer Agreement.

The promotional process includes a written examination and an assessment component. Candidates are ranked based on their combined scores and supplemental points, which may include factors such as education, military service, or seniority. Promotions are then made according to the eligibility list as vacancies occur, allowing every qualified officer an equal opportunity to advance based on merit.
